Is it Art? Aerial Photographs of Earth? The surface of another planet?  Or something more sinister?

Actually, it's blue-green algae, and it is toxic to some degree.  How much is not yet known since it's dependant on the particular type.  You should not swim in or allow your pets to swim in this.  Perry also does not carbon filter their water supply so this can be passed along in the drinking water.  Ideally, you would not want to bathe in this, drink this, or wash your clothes in water carrying this algae.  Samples have been collected and sent for testing.  There are several potential causes for this bloom, one being the excessive heat, dry summer and low lake levels.  Also, there is some evidence that zebra mussels help this to proliferate, as well as runoff from the surrounding farms.  In the meantime you can check this article for some general info on this menace:  http://www.glerl.noaa.gov/seagrant/GLWL/Algae/HAB/HABFAQ.html  There are other articles online also if you google search with the right key words.
